Spectators on the Bridge

Does anybody know what the rules are going to be for spectators on the bridge. If jumpers are the only ones allowed with "backpacks" can our friends/ family bring cameras and whatnot?

Large backpacks and coolers are not permitted, although you won't have problems with small cameras from what I'm told.
