Speed up in writing your letter to Rick... ...however, number 1000 will already be given out well before Rick will receive your letter (if not already given out while I am writing...)!!!!
So, you will get a BASE number in the range of #10XX, but I think there are definitely worse things in life!!!!
The most important thing (once B.A.S.E. is completed) is TO HAVE a BASE number!!!!!!!
