Custom Avatars

I'm having difficulty figuring out how to upload a custom Avatar. I'm using the "User Control Panel" and then clicking on "Edit Avatar". When that screen pops up, I cannot find a window or a clicky to upload a custom avatar. Could someone point me in the right direction?

What OS and Browser are you using?

Hi Mick! Thanks for the quick reply.

When the page loads up, there isn't a place to upload a custom avatar. I'm using Windows Explorer and as far as the Operating System, I'm unsure. (I'm using random computers at a library, but they seem relatively current) I'll try bringing it up on my work computer and see if that makes a difference.

Can you make a screen print and post it here?

I logged in with a general user account, and this is the screen I get as attached...

Hmmm...I'm trying a diferent computer and still cannot get it to come up. I also saved a snapshot of the screen to show that it is missing, but I cannot upload to BLiNC -- it shows it as a "htm" file and that is not an accepted attachment on BLiNC. Tell you what, I'm going to email it to you...
